Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY)

This is the skilling and placement initiative of the Ministry of Rural Development (MoRD), Government of India. DDU-GKY has its origins in the Aajeevika Skills program and the 'Special Projects' component of the Swarnjayanti Gram Swarozgar Yojana (SGSY). The scheme focuses on catering to the occupational aspirations of rural youth and enhancing their skills for wage employment


According to Census 2011, India has 55 million potential workers between the ages of 15 and 35 years in rural areas. At the same time, the world is expected to face a shortage of 57 million workers by 2020. This presents a historic opportunity for India to transform its demographic surplus into a demographic dividend. The Ministry of Rural Development implements DDU-GKY to drive this national agenda for inclusive growth, by developing skills and productive capacity of the rural youth from poor families.

Several challenges are preventing India's rural poor from competing in the modern market, such as the lack of formal education and marketable skills. DDU-GKY bridges this gap by funding training projects bench marked to global standards, with an emphasis on placement, retention, career progression, and foreign placement.

ELIGIBILITY CRITERIA FOR THE YOUTH TO BE SELECTED UNDER DDU-GKY

  • Age Group - 15 - 35
  •  Particularly Vulnerable Tribal Groups (PVTGs), Persons with Disabilities (PwDs), Transgender 
  • The poor will be identified by a process called PARTICIPATORY IDentification of POor (PIP)
  •  i) Below Poverty Line Households 
  • ii) Youth from MGNREGA (Mahatma Gandhi National Rural Employment Gaurantee Act) household with atleast 15 days work in the previous financial year by any of its family members 
  • iii) Youth from a household with RSBY card wherein the details of youth is mentioned in the card 
  • iv) Youth from a household who have been issued Antyodaya Anna Yojana / BPL PDS Cards 
  • v) Youth from a household whose family member is a member of SHG under NRLM (National Rural Livelihood Mission) 
  • vi) Youth from a household covered under auto inclusion parameters as per SECC (Socio economic caste census), 2011(When Notified), shall also be eligible to avail skilling program even if such youth are not in the BPL List

FEATURES OF DDU-GKY

Through the National Policy on Skill Development, 2009, India recognized the need for the development of a national qualification framework that would transcend both general education and vocational education and training. Accordingly, GOI has notified the National Skills Qualification Framework (NSQF) to develop nationally standardized, and internationally comparable qualification mechanisms for skill training programs which can also provide for interoperability with the mainstream education system. 

 In line with NSQF, DDU-GKY mandates independent third-party assessment and certification by assessment bodies impaneled by the NCVT or SSCs.

Post-placement support, migration support, and alumni network


All program activities are subject to Standard Operating Procedures that are not open to interpretation by local inspectors. All inspections are supported by geo-tagged, time-stamped videos/photographs.
